What Changelly is

Changelly says it launched in April 2015 and lists more than 1,000 cryptocurrencies (its pages also say 900+ and 1,200+), with XMR in both directions. Its terms of use name Marella and its affiliates as the operator, and send disputes to arbitration under the laws of England and Wales. It says it does not store users' crypto: coins are sent straight to your wallet after the exchange. Card and bank purchases run through partners such as MoonPay, Switchere and Simplex.

Its terms say that to use all of its services you register a Changelly account with a verified email address, and its home page FAQ describes signing up before you exchange. Floating-rate swaps carry a 0.25% fee on the amount you receive; the rate is not guaranteed, and a floating-rate deposit address can't be used after 3 hours. A fixed rate is locked for 15 minutes, or 20 minutes for XMR, BTC, LTC and a few other coins, counted from when you confirm; a deposit sent later isn't guaranteed that rate. Its home page says a swap usually takes 10 to 40 minutes.

On ID checks, its AML/KYC policy says transactions flagged by its risk-scoring system are put on hold, and you are asked for your name, date of birth, address and a government ID, checked by Sum & Substance. The policy lists exchanges of privacy-focused coins among the signs of higher risk that can lead to enhanced checks, including where your funds came from. Its home page describes a basic level (usually a passport, up to 10,000 EUR per 48 hours) and an advanced level with a video call. Its terms also list restricted locations, including the United States, the United Kingdom, Germany, Austria, Japan, India and Turkey.
